Background:
Somalia Child Right Coalition is an independent multi-sectoral coalition of civil society organizations involved in and with child rights issues to largely advocate for making child rights a high priority in the Somalia government’s agenda and at national, regional, and international levels. The overall aim of the CSO Coalition on Child Rights is to advocate, influence policy formulation, report on international legal treaties and be the voice of Somali children. The CRCSom works to support implementation of the UN CRC and promote children’s rights in Somalia and engage in the process of demanding accountability in public and private investment in child rights, monitoring and influencing the implementation of child-related policies and laws by Federal Republic of Somalia
As part of its efforts to enhance child rights and child protection, the coalition seeks to conduct a comprehensive desk review of existing policies related to child rights and child protection in Somalia.
Objective:
The objective of this consultancy is to conduct a desk review to determine the existence of policies promoting child rights and child protection in Somalia. The review will assess the comprehensiveness, relevance, and implementation status of these policies, and provide an overview of the policy landscape.
Scope of Work:
The consultant will be responsible for the following tasks:
- Conduct a thorough desk review of existing policies, laws, regulations, and guidelines related to child rights and child protection in Somalia. This includes policies on child protection, education, health, juvenile justice, child labor, child marriage, and social welfare.
- Evaluate the implementation status of the identified policies. Identify challenges, gaps, and areas for improvement in policy implementation, including factors such as coordination, resource allocation, capacity gaps, and legal enforcement.
- Provide recommendations for strengthening the policy framework on child rights and child protection in Somalia. These recommendations should be practical, evidence-based, and address the identified gaps and challenges. Consider aspects such as policy reforms, legislative amendments, capacity-building initiatives, coordination mechanisms, and monitoring and evaluation systems.
Deliverables:
The consultant is expected to deliver the following:
- Inception Report.
- Draft Desk Review Report: Provide a comprehensive draft report on the desk review, including findings, analysis, and recommendations.
- Final Desk Review Report: Incorporate feedback from the Somali Child Rights Coalition and relevant stakeholders and submit the final report within one week of receiving feedback.
Timeline:
The expected timeline for this consultancy is one two weeks , starting from the contract initiation date.
Qualifications:
The consultant should possess the following qualifications and skills:
- Extensive experience and expertise in child rights, child protection, and policy analysis and development.
- Strong knowledge of the child protection and policy landscape in Somalia, including relevant legal frameworks, government structures, and stakeholders.
- Familiarity with international standards and best practices in child rights and child protection.
- Excellent analytical, research, and writing skills.
- Ability to work independently and deliver high-quality outputs within deadlines.
- Fluency in English is required. Knowledge of Somali language is an advantage.
